Why Niger is considered a “failed / fragile state” candidate.
Niger struggles with entrenched poverty, institutional weakness, recurrent security threats (especially jihadist violence), and climate stress. The IMF Country Report 2023 notes that Niger has among the lowest revenue-to-GDP ratios globally, severely constraining public investment and governance capacity.
Much of the territorial periphery is contested: jihadist groups in Sahel threaten state control over large rural regions. Governance deficiencies — weak state capacity, corruption, and precarious finances — combine with demographic pressure and climate vulnerability (desertification, drought) to lock in fragility.
