Why CAR is considered a “failed state”
Since its post-colonial period, CAR has been plagued by cycles of coups, weak governance, and chronic conflict. The civil war from 2012 onward dramatically deepened state collapse, with fragmented authority, widespread insecurity, and a near absence of central control.
Despite possessing mineral wealth (diamonds, gold, uranium), the country has failed to convert these resources into development due to entrenched corruption, elite capture, and institutional failure.

Multiple reports show corruption as a binding constraint: for example, in 2024, CAR scored 24/100 on Transparency International’s index, ranking 149th of 180 countries, reflecting systemic graft that undermines public investment and service delivery. Moreover, security remains unstable: the presence of armed groups, porous territorial control, and repeated escalations of violence seriously hamper governance capacity and public safety.
